Believe it is Manufactured by CARY FRANCIS GROUP.  This particular buckle is not marked with the manufacturer's name.  However, the model R buckle that is in this same American Legend Series is marked.
Note Cary Francis Group went out of business in 2015.  "These buckles are highly sought after by John Deere collectors.
It comes in the original John Deere bag (see picture).
